Be warned! Since a few days Pattaya Water Works are delivering dirty water to its customers in Central Pattaya!

Police Colonel Suwan, currently the Chief of Pattaya Police, told Bar Owners and Managers on March 27th, 2013, that they strictly have to comply with the conditions of their licenses.
All bars within Pattaya's Entertainment Zone have to close at 02:00, all the others have to shut at midnight.
Employees must be aged over 18. Customers must be no younger than 20.
He didn't elaborate if an A Go-Go Club - or a Dancing - is a bar or not!
In Pattaya A Go-Go Clubs closed at 03:00 and many Dancings (exception Bamboo Bar) even later...

Unfinished Properties
Last month we reported that you can lose a lot of money in Pattaya.
But even if your house or condo get finished, it's no warranty that everything runs smoothly: On March 9th residents of the Spanish Place Condominium on the Sukhukmvit Road in Central Pattaya protested.
They claim they have been without a public water supply for the last 10 years.
The original owners of the Spanish Place Condominium declared bankruptcy some time ago.
At that time the residents decided to pull together and raised 300'000 Baht to pay for the installation of a public water supply.
But Pattaya's Water Company refused to undertake the work, even after a ruling of Pattaya's Court..

Report
On March 27th Police had to arrest a Police Officer stationed at Banglamung Police Station.
Police Senior Sergeant Major Samlan, which is also the owner of the SR House Bungalows, a short time motel on Soi 26, off Sukhumvit Road, in Naklua.
Police arrested the fallible Police on drug selling charges. The officer was immediately dismissed from the Police Force. The Judge denied him bail. He enjoys his days now at the Pattaya Remand Prison.

On March 28th Police Colonel Supachai had to inform the press that his Banglamung Police Station had to arrest three Traffic Police Volunteers.
The three set up illegal check-points in Naklua, checked people for the narcotics, confiscated the drugs and demanded money in exchange for their freedom. The drugs they sold later to teenagers in the area...
The Colonel promised tougher checks on his Police Volunteers.

Stupid Mamasan's
There are still some Mamasans in Pattaya's Bars and A Go-Go Clubs working with underaged (below 18-year old) girls and boys.
Police had just to arrest the responsible persons from Nui's 2 A Go-Go on Pattaya's Walking Street and from Naughty Girls on Soi Diamond.
A few days before police captured underaged boy performers on Pattaya's notorious Sunee Plaza.

Nothing learned!
On Saturday morning, March 23rd, Thailand's Department of Special Investigations (DSI) checked clubs and pubs in the Bali Hai area for under-aged employees or patrons.
The DSI Officers found 20 boys and 40 girls inside the visited pubs and clubs.
The managers of the venues will get some headache. The Officers will report the offences to the Banglamung District Licensing Unit for breaching the conditions of the licenses.
The DSI is Thailand's equivalent of the FBI.

Pattaya Police Chief Police Colonel Suwan warns Thais as well as Foreign Tourists about the high level of street crime around Pattaya.
People who are carrying large bags and wearing jewelry in the street are the target of the many gangs operating on motorbikes.
The Colonel urges all victims of street crimes to call the emergency Police number 191 or call the Colonel himself on his personal mobile phone number:
084 591 9191.
At any time of the day or night, the Colonel added.

About a week ago 14 Russian tourists and three Americans filed complaints with Pattaya police over World of Chang, a Russian tour company in Pattaya.
They claim the company swindled them out of more than 3 million Baht for tours to various Thai attractions and destinations.
The trips never occurred.
When they learned that the police complaints were not investigated, the angry Russian called on the police chief, Pattaya's famous Police Superintendent Suwan Chiewnawinthawat.
World of Chang Co., owned by Russian Natalia Aleynikova, is well-known at Pattaya Police: About a year ago Police had to arrest Russian Victor Shchigolev for working without a permit.

On March 4th a 30-year old woman handed in a bag containing 700'000 Baht in cash to a Police Officer at an East Pattaya Police Box in Soi Khaotalo.
When she returned to check on the bag it had disappeared along with the officer who took possession of it.
The called in Deputy Superintendent was unable to find out who was working at the Police Box at the time of the incident.
All businesses in Pattaya have to run security cameras, but Pattaya Police obviously not.
The moral of the story: Never trust a Pattaya Policeman.
He could be a thief!
Update: According to the Police the Police Box in-question was closed during the time the lady claims she went to the Police Box. But why the police arranged a parade of over 30 Police and Police Volunteers to get the thief if they already know that allegedly the box was closed? And why the Police needed 24hrs to determine that their box was closed?
It seems to be just another case that may never be solved...

Police Officers involved in Rhino Horn trading
Thai authorities announced they would seek arrest warrants for three police officers allegedly involved in trafficking rhino horn through Thailand's Suvarnabhumi Airport.

Pattaya one reports from a new kind of scam involving Police Officers from Satkeow Province in Central Thailand.
The men claim working for the Child and Women Protection Unit and are asking up to 10'000 Baht for breaking Thailand's law by paying for sex...

On February 27th teams from Pattaya Police and the Police Region 2 Intellectual Property Protection Unit raided two shopping malls in the city and seized fake branded goods worth an estimated 5 Million Baht. Police arrested 22 shopkeepers.
As usual the Police arrested the vendors at the shops only, and not their owners...

On March 18th Police from the Region 2 special investigations unit raided Pattaya's famous Tukcom mall.
On its notorious 2nd floor the officials arrested 25 vendors from 25 shops selling illegal copies of Samsung and Apple smartphones.

Education level lowered for Thai Tour Guides!
Anuparb Gaysornsuwan, acting director-general of the Department of Tourism, said on February 25th that the requirement needed to be lowered because of the shortage of guides for foreign tourists.
The government committee on tourism problems has approved a proposal to lower the minimum education level needed to become a tour guide to Grade 9, down from a bachelor's degree, the current minimum requirement.
This move will help support tourism growth, Mr. Anuparb said.

Researchers from the London School of Hygiene and Tropical Medicine say mosquitoes are first deterred by the widely-used insect repellent Deet, but now it appears to be losing its effectiveness.
Deet - or N,N-diethyl-meta-toluamide - was developed by the US military during World War II.
For many years, it was not clear exactly how the chemical worked, but recent research suggests that insects simply did not like its smell...

Thailand bans Truck water fights!
On March 28th Deputy Interior Minister Chat Kuldilok informed the people of Thailand that drenching battles carried out by people on the back of trucks during the heady days of Songkran are now history.
Police have the strict order to inforce the tightened regulations during the Songkran holiday.
Pattaya
On Soi Yamato, Soi Praisani (Soi Post Office), Soi Buakhaow, Soi Diana and Soi Yodsak (Soi 6) many Bars and even Coyote and A Go-Go Clubs close at 24:00.
For instance Las Vegas II and Las Vegas III on Soi Yamato and Far East Rock on Soi 13/2 open at 13:00 and close at 24:00. Papa gogo on Soi Diamond closes not later than 24:00.
According to my limited knowing Las Vegas #1 is not located in Pattaya but somewhere in the United States of America, at least for the time being.

Pattaya International Music Festival 2013
The Kunplome Chaos Brothers did it again!
Itthiphol Kunplome, the Mayor of Pattaya, and Wittaya Khunplome, head of the Chonburi Administration Organisation, first announced that the popular event will happen on March 15 - 17, 2013. The event was later postponed to March 22 - 24, 2013.
Thanks to the organization and communication skills of the two chaos brothers you can find additional dates for the event on the internet: March 18 - 20 as well as March 3 - 31, 2013.

Back to school: Pattaya's International Music Festival will take place from March 22nd to 24th, 2013, but according to information from a City Hall meeting on March 14th the festival is a two day event. The communication skills of our officials can hardly be beaten.

During the last year the two super-organizers produced a similar chaos: They changed the date of the very same event 3 times! It is obviously that the members of this famlily aren't capable to do a correct job. Let's praise the Fumblers!

As you can see from the sketch published above, this year's Pattaya International Music Festival was a crippled version of the festivities we could enjoy during the last few years. We missed two very popular stages, the one on Pattaya's Central Road and the even larger one at Bali Hai.

To top the information chaos Pattaya People website published a story on March 23rd reporting that there will be a stage on Bali Hai too!

City Hall announced that from 14::00 until 02:00 (or 16:00 until 02:00, depending on the banner you read!) all visitors had to use their feet on Pattaya's famous Beach Road. During the published time the street were closed for all kind of motorized traffics. Bravo!

The worst haze in five years has affected Thailand's seven northern provinces. Visibility in Lampang province was reduced to 10 meters! The haze and smoke comes from hundreds of fires, mostly set by farmers in Thailand and Myanmar. The smog soared beyond safe limits. It seems Asia's farmers will never learn...
Illegal Casino raided in Eastern Pattaya
On March 14th Banglamung District Officials and Nongprue Police raided a casino located behind a restaurant in Soi Siam Country Club.
The casino was operating on a nightly basis and was open for a long time. Gamblers could play their games in 10 'ordinary' and in 4 'VIP' rooms.
During the raid Police arrested 37 people as well as the organizer of the casino. They were charged with gambling offences.
Gambling is illegal under Thailand's strict laws, nevertheless there are many casinos located in this funny country. During last year Bangkok Post, as well as some other sources, published a list of 22 popular casinos in Bangkok.
The casinos belong to 2 business groups: The Golden Dragon Group runs 14 casinos in the capital, the S. Sommai Group 8 casinos. Both groups are run by former high-ranking Police Officials.
With their good connections to their former employer(s) and fellows it's no miracle that Bangkok's Police was unable to locate the gambling places at the published addresses...

Thailand's Public Health Ministry informs that there has been a big rise in the number of people infected with dengue fever this year.
The number of cases are up four-fold over the first two months of 2012.
Provincial health offices across Thailand have been ordered on high alert for bird flu following the death of eight people from the virus in Cambodia so far this year.

Thapphraya 2310: A Police Organisation - or not?
During March 2009 Pattaya City Hall launched a local radio station called Radio Thappraya 2310 Club. Deputy Mayor Ronakit Ekasingh and Manaswee Pinyasiri, the president of the Thappraya 2310 Club, said during the inauguration of the new radio station that it is available for use by official and private organizations to support troubled tourists, including crime suppression and prevention of mishaps in the community.
The radio station is transmitting its signals on citizen's band radio frequency at 245 MHz (Channel 69). Therefore its broadcasts can be received only by using special receivers.
The Radio Club took its name from the Buddhist year of 2310 (1767) - before the loss of Ayutthaya to the Burmese. When Praya Taksin, the commander-in-chief, realized he could not hold the old capital of Ayutthaya against Burma, he withdrew his forces from the capital. On the way back he stopped his troups at Ban Nongpai in the Naklua Sub-district, very near to today's location of the Pattaya Police Station.
Thap Phraya therefore means the Army of Phraya or in simple english a General.
Only a few month after its radio station was on air City Hall created the Volunteer based Thappraya 2310 Security Group.
The Mayor's Thappraya 2310 Security Group got every equipment a real Police Organization is dreaming of: New cars, roadside emergency telephones, communication tools and an uniform duping a real police organisation...

Thapphraya 2310 is the only non-Police Organisation patrolling with an electric vehicle on Pattaya's Walking Street, giving the impression to be part of a Police Organisation. Again: It's a scam organized by Pattaya City Hall!

All over Pattaya City you can find this Thapphraya 2310 marked emergency telephones. They again suggest to be part of a Police Organisation. They are not! It's a scam! If you use them you get connected with Pattaya City's Call Line 1337!

The Thapphraya 2310 'security cars'. They look like real Police cars. They aren't! They are copies of them! Worthless like the copies of Apple, Samsung or Nokia devices you can buy in Pattaya's electronic shops.
Remember:
The people from the Thapphraya 2310 security group don't have the right to fine or arrest you!
Nevertheless, some of them have a beavior of real Policemen.
Since the group exists it had a lot of problems with some of its volunteers: Some of them acted as thieves and drug dealers in their privat life, using their uniforms to intimidate their victims...

Funny: During February 2013 Pattaya Mayor Itthiphol Kunplome announced City Hall's Consumer Protection Operation Center in conjunction with Thailand's Consumer Protection Police. Perhaps this people should have a closer look at City Hall's Thapphraya 2310 Security Group too.

On March 15th, 2012, Pattaya's Tourist Police, energeticly assisted by Bangkok's Crime Suppression Division of Natural Resources and the Environment, arrested two women offering pictures with Slow Lorises on Walking Street. Police seized the animals and carried them to a local Zoo.
Since a few days the women are back on Walking Street with their animals, and our lazy (and lousy) Police are ignoring them.
Slow Lorisis, also known as Night Monkeys, sleep all day and become active at night, same as many of Pattaya's visitors. The animals huge brown eyes and soft fur make these small timid creatures immensely popular as pets. Slow Lorisis are currently listed as either Vulnerable or Endangered by the International Union for Conservation of Nature (IUCN) on their Red List.

From March 3rd to March 14th, 2013, the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) took place in Bangkok. 177 Parties, or government members, debated the international trade in sharks, rhinos, elephants and numerous other species. The result you can see daily on Pattaya's Walking Street...

Thailand's Food and Drug Administration (FDA) has given permission to the Government Pharmaceutical Organisation (GPO) to produce Silagra, an erectile dysfunction drug.
The Viagra® equivalent got on sale on October 15th, 2012.
The FDA announced a selling price 25 Baht (the four-pack at 100 Baht) for the 50mg tablet. The 100mg tablet has to be sold at 45 Baht (the four-pack at 180 Baht).
Many Drug Stores are asking 200 Baht or more for the 50mg four-pack and 300 Baht or more for the 100mg four-pack. When asked for the reason of the surcharge, a vendor told us with a prescription from a doctor you pay 100 Baht, without it, I have to charge 200 Baht! You can be sure that this shops sell all other drugs at unjustified high prices too. If you know one of this scammers warn all your friends to buy at this shops!
Shops not stocking the drug usually are unlicensed drug distributors and should be avoided too, our source told us!

Fullmoon Party at Koh Phangan
The Full Moon Parties at Surat Thani's Koh Phangan are well-known around the world. During the past few month new tourist groups from India and China discovered the events. Therefore the accommodations are usually nearly full. The parties on Koh Phangan's Haad Rin Beach are now big business. It's no wonder that the organizers of the events forget to check the party dates with the Buddhist Festival Calendar.
On February 25th 2013, just when the party should start, the 'clever' people from the Phangan Tourist Promotion Association discovered their faux-pas and postponed the event to February 26th. The same will happen with the parties announced for two other Buddhist festivals - Visakha Bucha on May 24 and Asarnha Bucha on July 22. The 'Full Moon Parties' will now happen on May 25 and on July 24 respectively.
The delay would have no impact on tourism activities but would encourage travellers to extend their stay in the area and would enable Buddhists to observe their religious practices, the spokeswoman and president of the Phangan Tourist Promotion Association said...

Makha Bucha Day is a Buddhist religious festival. This year it was celebrated on February 25th all over Thailand. At night candlelight processions are walking three times clockwise around the Ordination Hall. In Thai the ceremony is known as Vientien or 'wian tian' : Walk one time for Lord Buddha, one time for the Sangha, the Buddhist monk community, and one time for the Dharma, the Buddhist teachings. The faithful are holding flowers, incense and a lighted candle during their walk. The goods are sold in front of the temple.
In Pattaya, the picture shows it, the temple on South Pattaya Road was crowded.
In Thailand almost all events at temples are accompanied by a smaller or larger market on the grounds of the temples, and it's there where you can detect some more or less funny things:

Thailand is a Buddhist country, you know it!
According to the last census (2000) 94.6% of the total population are Buddhists of the Theravada tradition.
Nevertheless, Christian symbols are gaining in popularity and are shown and sold even in front of Buddhist temples and during Buddhist festivals.
But we doubt that the majority of Thai people are understanding the meaning of the signs.
For them it's just fun!

On March 11th our lovely Police closed Club Blu on Soi Buakhaow, but the venue reopened on March 13th.

The National Anti-Corruption Commission (NACC) has freezed about 65 million Baht of assets held by General Sathian Permthong-in, a former defence permanent secretary, his wife and their adopted daughter. According to the NACC the retired general is unusually wealthy. He also made a false declaration of assets and liabilities.

March 8th, 2013:
Pol Maj Gen Uthaiwan Kaeosaat, deputy chief of Metropolitan Police Bureau, announced 50 officers from Division 5 will take part in a diet programme to improve their health and their personalities. The program targets Bangkok's traffic policemen with waistlines larger than 92 centimetres and a body mass index over 30. The officer who drops the most fat will receive a 5'000 Baht prize. Slimmer, healthier police would also project a better image for the country, Pol Maj Gen Uthaiwan said.

March 12th, 2013:
Army Commander Prayuth Chan-ocha and Democrat leader Abhisit Vejjajiva called for the government to step out of the shadow of deposed prime minister Thaksin Shinawatra. Thaksin's influence has created doubts over Prime Minister Yingluck Shinawatra's leadership, army sources said. The remarks of the General just started a bunch of speculations: Are the two preparing another coup? Prime Minister Yingluck Shinawatra, the sister of military ousted Thai Prime Minister Thaksin Shinawatra, had a landslide win over former Prime Minister Abhisit Vejjajiva, a puppet promoted by Thailand's Army to replace Thaksin.

March 21st, 2013:
According to the UN's refugee agency (UNHCR) Thai authorities fired shots at an intercepted boat carrying 133 Rohingya refugees. At least two people died. But villagers on the Phangnga mainland, who helped some of the boatpeople, claim that the death toll was much higher. The villagers claim that Thai navy personnel fired the gun shots. As usual Thai Army denies any wrong doing. Third Fleet commander Vice Admiral Tharathorn Khachitsuwan denied accusations its personnel shot and killed at least two migrants in the sea off Phuket last month. But a movie published by Bangkok Post seems to tell the contrary. It's the same old story: The Thai Army denied any killing during the 2010 crackdown in Bangkok, but the investigations showed that many of the 90 killed people died from Thai army's M16 bullets. Nevertheless, former Thai Prime Minister Abhisit Vejjajiva, a puppet inaugurate by the Generals, still says soldiers acted in self-defense. It's clear that the military never took aggressive action, he says.

March 23rd, 2013:
Thailand's Foundation for Consumers recently collected samples of ready-to-eat and frozen food products from superstores as well as from convenience stores. The Foundation found that about 50% of these samples did not list ingredients in accordance with the product descriptions. Thailand's Food and Drug Administration (FDA) requires that manufacturers display labels detailing raw ingredients in adequate amounts. The director of the Institute of Nutrition at Mahidol University said labels of products were like a window that allowed consumers to know what was inside. The product manufacturer must clearly specify what kind of meat was used. It seems that whole the world faces the same problems...

March 24th, 2013:
On Saturday night, March 23rd, Thailand's Crime Suppression Division (CSD) raided two casinos in Bangkok and arrested at least 390 gamblers. After the raids City Police Chief Kamronwit Thoopkrachang has signed an order to transfer the top five police officers at Klong Tan and Bang Na police stations to temporary duty. During a 30-day investigation they have to work at the Metropolitan Police headquarters. Pol Maj Gen Krit Piakaew, chief of the Metropolitan Police Division 5, who is in charge of the two police stations is facing punitive action...

University sold Graduate Certificates to Students!
Thailand's Education Ministry closed down the Khon Kaen-based E-sarn University after it was found to be selling graduate certificates to students.
The decision affects in total 1'257 students studying master's degrees, 51 studying bachelor's degrees and 257 taking diplomas.
The closed university reported that its students were traumatised by the announcement...

The Department of Special Investigation (DSI) will ask the Education Ministry to nullify recruitment exam results for 2'000 assistant teachers nationwide after finding evidence of cheating.
Answers had been revealed before the exam took place, some answers even had been sent to candidates electronically.

Certain projects or businesses in Thailand require an environment impact assessment (EIA). The certificate doesn't ensure a sound financing or a high quality of a building or project. It refers to the formal process only used to predict the environmental consequences
of a proposed project such as a new condominium or resort development.
Thailand's EIA has no connection to the EIAs known as Environmental Investigation Agency or the U.S. based Energy Information Administration.

Acer announced that it will be shipping about 10 million tablets in 2013.
With the 7-inch entry-level model already in the shelfes, Acer is set to launch an 8-inch model and a 10-inch one for the entry-level segment in the near future.
Acer's Iconia B1-A71 Tablet, the 7-inch model, is manufactured by Compal Electronics.
Wistron will start mass production of Acer's 8-inch tablet in April 2013.

According to information from the supply chain, part shipments for Apple's 9.7-inch iPad dropped 90% in January 2013.

Nokia will roll out the new phones in the first quarter in Asia only.

Starting from April or May 2013 Microsoft will lower the OEM price for the Operating System used in 11.6-inch and below notebooks that are equipped with touch screens.
The company will lower OEM licensing costs by offering a discount of US$20.
If used in notebooks, tablets and hybrids smaller than 10.9-inch, Microsoft will offer free Office 2013 software on top of the US$20 discount.
