The Provincial Government of Banglamung and Chonburi decided to close all entertainment venues, such as Cinemas, Sports Venues, Karaoke & Beer Bars, Nightclubs, A Go-Go & Gentlemen Clubs, Massage Parlors, etc. in Jomtien, Naklua and Pattaya from March 18th until the Covid-19 situation improves.

Dangerous Virus
Unexplored Thai virus threatens the world
Thailand's politicians are known for never looking for faults in themselves, but in others, and wherever possible in foreigners.
So far we have assumed that this is a Thai gene defect. Obviously this is not the case. It is probably a hitherto unexplored but extremly dangerous virus, which the WHO should definitely investigate more closely.
As you may recall, the Pope visited Thailand from November 20th to November 23rd, 2019, to celebrate the 350th anniversary of the establishment of the Apostolic Vicariate of Siam in 1669.
He must have caught the dangerous virus, because only shortly after this visit, on February 28th, 2020, the Pope together with IBM and Microsoft developed a paper that deals with AI (artificial intelligence).
In it he demands that the ethical development of algorithms should avoid the use of personal data. He fears that AI will be used to promote the interests of the rich and powerful rather than those of the poor and weak, and that it will lead to even greater differences between the lives of the elite and the lives of ordinary people.
It seems to have escaped the Pope's notice that before the present modern data gathering by computers, it was precisely the Catholic Church that, by gathering information through confession, had acquired a power over its faithful that is not to be underestimated, and that this almost diabolical power was reinforced by the effect of inoculating a guilty conscience in the faithful.

You do not need to look far to see how bad Thailand's economy really is.
A visit to the CentralFestival Mall on Pattaya's Beach Road shows the whole misery.
At the time of writing, more than a dozen shops are unused or temporarily occupied and waiting for new investors.
But CentralFestival is no exception, the other shopping centers in Pattaya (and elsewhere in Thailand) are also struggling finding new tenants.
To make matters even worse, Bloomberg reported on February 24th, 2020, that Bangkok has 100'000 empty apartments and may soon have more: Foreigners are set to account for as little as 10% of purchases in 2020, down from a fifth two years ago, consultancy Agency for Real Estate Affairs estimates.
The Tourism Authority of Thailand (TAT) reports that the COVID-19 outbreak has reduced the number of Chinese tourists by 90 percent and the number of foreign tourists has dropped by over 60 percent.
We learn from Phuket that by the end of February 2020 34% of employees in the tourism business were unemployed. The numbers for Pattaya shouldn't be much better.
However, no income here also means that families living upcountry no longer get any money.
Nevertheless, TAT is launching a campaign to get Thais to spend more money. Money that is already scarce in many families.
The political opposition is already slamming Thailand's Prime Minister, Dictator and Songwriter Prayut Chan-o-cha for allegedly favoring the country's big businesses.
Upathum Nisitsukcharoen, president of the Event Management Association, claims that up to 90% of events were cancelled or postponed in the first quarter of 2020. If the epidemic continues into the second half of the year, he says, at least 50 small event organisers will likely have to shut down.
The Tourism Authority of Thailand (TAT) cut its estimate for international arrivals to 33 million in 2020, down from 40.8 million.
The Association of Thai Travel Agents (Atta) reported foreign tourists using Atta member services from January to February 20 was 500'232, a decrease of 40.7%. During February 1st to 20th, the numbers slid 74.1% to 90'908 tourists.
Thai Travel Agents Association (TTAA) said Thai outbound travellers could drop to 8-9 million from 11 million last year if the virus impact continues throughout the year.
Phiphat Ratchakitprakarn, Thailand’s Tourism and Sports Minister, expects tourist arrivals to decrease by 50% in the first half of 2020 due to the Covid-19 virus outbreak.
However, the outbreak of the Covid 19 virus is not alone to blame. The market itself has already been confronted with a number of negative factors, be it the economic slowdown of the country, the widespread drought or the pollution caused by PM2.5 - not to mention the political situation. Specifically, Westerners are not willing to travel to a country ruled by a dictator and whose immigration regulations change as often as you change your shirt.
March Activities
Fearing a further spread of the Covid-19 virus (the Coronavirus), Pattaya has cancelled or postponed indefinitely all events sponsored by City Hall until the end of September 2020, including the Pattaya Music Festival and Pattaya's worldfamous Water splashing, the Songkran Festival.
City Hall asked the organizers of large private events to postpone or even cancel their events as well.

On February 12th, 2020, Udom Thipdecho, director of the Chonburi Provincial Irrigation Department, as well as some Officials from the Provincial Waterworks Authority (PWA) told the Pattaya Business & Tourism Association that they have reduced the water pressure as much as 20 percent in some areas, but nevertheless the entire region still has running water.
In reality many Hotels, Resorts, Condominiums ,Housing estates and Nightclubs now have to buy their water from private water suppliers.
The water delivered by tank trucks is not tested by any authority or institute and in many cases is anything but clean. It often contains sand and other dirt particles, sometimes it even smells of chemicals.
Therefore, extreme caution is required when tap water is delivered by private water suppliers.

On March 14th Pattaya Mail reported that Nongprue is testing the quality of private water sources. Our informants told us that nothing had changed. Their water is still as dirty as before!

Legend Siam, Thailand’s first and largest cultural theme park showcasing the Thai pride through legends in different periods of the Thai civilization, closed down.
On February 27, 2020, the project manager of Legend Siam wrote a letter to the employees informing them that the business would be closed down on March 3rd, 2020.
The economic slowdown and the Covid-19 epidemic is having a direct impact on the company. As a result, the company is no longer able to operate and will have to cease operations, the letter says.
If the situation improves, the company will send you back to work as soon as possible, the letter ends.

Quo Vadis Walking Street?
On February 17th, 2020, Thailand's Army signed a memorandum of understanding (MoU) that will pave the way for the transfer of state land and commercial businesses to the Finance Ministry and to allow most of their revenue to go to state coffers.
Among the assets under the MoU signed were 1 million rai of state land, petrol refilling stations, shops, flea markets, leisure clubs, boxing stadiums, golf courses, horse race tracks, hotels and resorts.
Among the assets managed by Thailand's Army is the beach side of Pattaya's Walking Street.
Many years ago a court ordered that a part of the Walking Street is used illegally and that all the buildings have to be removed.
But because the Thai army believes to be a sacred organization living above the law, nothing has happened until today. The change of ownership could change that.

In otherwise well-informed circles in Bangkok it is rumoured that a tenfold increase in rent has led to the sudden closure of Angelwitch A Go-Go in Soi 15 in Pattaya on June 4th, 2018.

For this almost 2.5 metre wide 'hose' a rent of 100,000 Baht/month is estimated on Walking Street. Under these circumstances, no profit can be made with a serious business.
