The Criminal Court for Corruption and Misconduct Case, Region 2, acquitted Former Culture Minister (and former major of Pattaya) Ittipol Khunpluem.
He and nine others were charged for their alleged involvement in issuing an illegal construction permit for Bali Hai's Waterfront Suites & Residences condominium project at the base of Phra Tamnak Mountain in Pattaya during his tenure as the city's mayor in 2008.
The court acquitted him because the 15-year statute of limitations in the case expired in September 2023. Ittipol fled to Cambodia on September 5, 2023, after the Office of the Attorney General filed the charges, before returning on October 9, 2023.

The Criminal Court for Corruption and Misconduct Cases Region 2 on Monday acquitted former Culture Minister and former mayor of Pattaya City Itthipol Khunpluem from charges as the case against him and others reached its statute of limitations.
The Waterfront condominium project was built on two rai (3,200 sq.metre) of land at the foot of Phra Tamnak Mountain, adjacent to Pattaya Bay and Bali Hai Pier. The developer Bali Hai Co Ltd is part of the Israeli company Tulip Group.
The complex includes a 53-storey condominium and 20-storey hotel, totlaling 315 units. The building, which had sparked controversy among locals as blocking the scenic points from nearby tourist attractions, is under demolition orders because its permit was illegally issued.

Prime Minister Srettha Thavisin expressed confidence that there should be no legal problems related to his appointment of Pichit Chuenban, despite the Constitutional Court getting ready to consider a case against them.

The Council of State has stated that a person convicted of a crime can still become a minister if they have served their sentence, and ten years have elapsed since their release. This information is derived from a document exchanged between the Council and the Secretariat of the Cabinet, dated September 1, which was released in today's news.
If this is accurate, then PM's Office Minister Pichit Chuenban's imprisonment in 2008 for a contempt of court case did not disqualify him from the appointment, as the required ten-year period between serving a jail term and the appointment had passed.
However, concerns about moral and ethical standards, as mandated in the charter, have been raised by Senator Direkrit Jenkrongtham. He stated on Friday that while Prime Minister Srettha Thavisin might have sought legal recommendations from the Council of State regarding the appointment's legality, Pichit's past actions could still be considered a serious breach of ethical conduct.
These concerns arose after reports suggested that Srettha could face suspension from duty. Forty senators have requested the Constitutional Court to assess his minister's status following his appointment of Pichit in the previous cabinet reshuffle.
The court's meeting has been scheduled for Thursday instead of the usual Wednesday due to Visakha Bucha. It is anticipated that the court will decide on whether to accept the senators' petition that day. If accepted, the court could potentially suspend both Srettha and Pichit pending a ruling.

Acting Senator Direkrit Jenkrongtham, one of the senators who filed the petition against Prime Minister Srettha Thavisin for appointing Pichit Chuenban as PM's Office Minister, insisted that none of the 40 signatures on the petition were forged.
His comments came after Lawyer Thanetnat Sukhonthaphan and former police chief Sereepisuth Temeeyaves alleged that some of the signatures were forged, and the lawyer has asked the police's Anti-Corruption Division to investigate the petition.
Direkrit brushed aside the accusation, citing that everything was in accordance with procedures. He stated that there were records and that the president of the senate had already checked the signatures before submitting the petition to the Constitutional Court, which is standard procedure. Additionally, the court had already reviewed the petition before deciding to accept it.
When asked why the senators who submitted the petition do not reveal who they are, except for him, he said they do not want to provide mixed information to the public to avoid confusion. When asked whether the reason they did not want to reveal themselves was due to speculation that they were Gen Prawit Wongsuwon's senators, Direkrit said such imaginative speculation is one of the reasons they do not want to reveal themselves yet. He added that the names of the senators would be revealed after the verdict anyway.

Public Health Minister Somsak Thepsuthin said after a joint meeting of various agencies on Fri the ministry's new regulations will make anyone in possession of even one methamphetamine a criminal act unless the person could point to the seller.
Anyone giving info leading to an arrest & asset seizure will receive a reward equivalent to 5% of the asset seized. Somsak said the ministry will gather public feedback for 15 days, then submit the proposal to the Cabinet with the goal of passing it within 3 months.

Despite concerns that relisting marijuana as a narcotic could impact thousands of small businesses, the Ministry of Public Health is still moving ahead with the plan. One of the first steps is to relist the flowers as narcotics under Category 5 of the Narcotic Code, while excluding the leaves, branches, roots, stems, and seeds, according to Minister Somsak Thapsutin.
Regulations regarding the production, possession, import, export, and usage will also be put in place to ensure that marijuana is used solely for medical purposes and medical research, he added.
Cannabis rights activist Chokwan Kitty Chopara has pointed out that licenses to sell, process, export, and research marijuana products were issued to nearly 14,000 businesses and institutes as of the beginning of 2024. Additionally, more than 2,000 licenses have been issued since then, resulting in the government collecting over 50 million baht in license fees at the beginning of the year, increasing to nearly 56 million baht now..
Chokwan suggests that this amount is just a part of the potential compensation the government would have to pay if they relist the plant as a narcotic. However, Chokwan emphasizes the necessity of additional compensation to account for the investments and losses resulting from the sudden policy change.

To manufacture it you need:
-12 tons of rock for Lithium (can also be extracted from sea water)
- 5 tons of cobalt minerals (Most cobalt is made as a byproduct of processing copper and nickel ores. It is the most difficult and expensive material to obtain for a battery.)
- 3 tons nickel ore - 12 tons of copper ore
You must move 250 tons of soil to obtain:
- 26.5 pounds of Lithium
- 30 pounds of nickel
- 48.5 pounds of manganese
- 15 pounds of cobalt
To manufacture the battery also requires:
- 441 pounds of aluminum, steel and/or plastic
- 112 pounds of graphite
A Caterpillar 994A is used to move the earth to obtain the minerals needed for this battery. The Caterpillar consumes 264 gallons of diesel in 12 hours. The bulk of necessary minerals for manufacturing the batteries come from China or Africa. Much of the labor in Africa is done by children. When you buy an electric car, China profits most.
The 2021 Tesla Model Y OEM battery (the cheapest Tesla battery) is currently for sale on the Internet for $4,999 not including shipping or installation. The battery weighs 1'000 pounds (you can imagine the shipping cost). The cost of Tesla batteries are:
Model 3 - about $14'000
Model Y - about $5'000–$5'500
Model S - about $13'000–$20'000
Model X - about $13'000
It takes 7 years for an electric car to reach net-zero CO2. The life expectancy of the battery is 10 years (average). Only in the last 3 years do you start to reduce your carbon footprint, but then the batteries must be replaced and you lose all gains made.
And finally, consider the amount of energy required to process the raw materials and the amount of energy used to haul these batteries to the U.S. sometimes back and forth a couple of times.

One way streets in Soi Buakhao area
Pattaya City Hall announces that Soi 11 (bekannt als Soi Honey) and Soi 13 (bekannt als Soi Diana Inn) will be downgraded to one-way streets from May 21st, 2024. The two Soi connect Soi Buakhao with Second Street.
We assume that compliance with this new regulation will probably be monitored just as little as with the other one-way streets between Second Road and Pattaya Beach Road ....

Cannabis outlet closed
High Times, first known as a go-go bar and later as a 'normal' cannabis store, closed its doors along with one or two other ganja stores on Walking Street.
We don't know whether the closures are due to lack of sales or already the effects of Prime Minister Srettha Thavisin's reclassification of cannabis as a narcotic by the end of the year, or the threat by Bhumjai Thai Party leader, Interior Minister and world-renowned farang hater Anutin Charnveerakul that foreigners who own weed stores in Thailand will now be arrested.
